The roots of the Ontario Early Years Centre Haliburton Victoria
Brock began 20 years ago in 1983 in both Victoria and Haliburton
Counties with the first centres located in Haliburton and Lindsay.
C.H.A.C.E.
Inc. (County of Haliburton Agency for Child Enrichment) was founded
in April 1983. A second drop-in was established in the village of
Minden in 1986 and a daycare in 1987. The agency worked hard to
establish a network of private home daycares in 1995/96. Through
SIRCH Community Services and Consulting, Health Canada funding was
shared to create the Mobile Family Outreach Program in Haliburton
County, which was established in 1994 and continued until 2002.
In the City of Kawartha Lakes, the mobile program was established
in 1983 by Victoria County Preschool Resource Centre Inc (VCPRC).
In 1985 Victoria County Parent Support Inc (VCPSI) initiated the
Lindsay Drop-in and the “Our House” Private Home Child
Care, which oped early in 1986. The two organizations amalgamated
in 1986 under the new name of Family Resources for Victoria County
(FRVC) and moved from Albert Street to the present location at the
Gateway Plaza on Mary St. W. In 1998 SIRCH extended their Health
Canada funding to Victoria and Northumberland counties. With this
additional funding parent education programs expanded to include
early intervention opportunities for families living in difficult
situations throughout Victoria County.
In March of 2002, the Fenelon Falls Early Learning Centre was established.
In June 2002, CHACE and FRVC joined together to form a functional
alliance and submitted a proposal to the Ontario Early Years planning
table to become the Ontario Early Years Centre for the riding of
Haliburton Victoria Brock. The ministry required that one of the
organizations be named as lead agency. Family Resources for Victoria
County became the lead with three satellites – Haliburton,
Minden and Fenelon Falls, and two purchase-of-services centres in
Millbrook and Cannington. The mobile outreach program was expanded
to new communities in the riding.
